Illinois Project for the Local Assessment of Needs (IPLAN)

Every five years, MCPHD is required to complete a community health assessment and planning process called the Illinois Project for Local Assessment of Needs (IPLAN). The IPLAN is grounded in the core functions of public health and is based on the Assessment Protocol for Excellence in Public Health model. Completing the IPLAN fulfills the majority of the requirements for our local health department certification under the Illinois Administrative Code Section 600.400.

Three Major Health Problems

  • Macoupin County has higher rates of elderly residents than Illinois as a whole. Health conditions affecting the elderly are important discussion points because by 2030, one in three US residents will be 50 years old or older. Lack of a comprehensive county-wide disease prevention/management program designed for the elderly population.
  • Lack of a Comprehensive county-wide prevention education program that includes drug and alcohol abuse prevention, tobacco prevention, sexually transmitted disease prevention.
  • Lack of a comprehensive county-wide prevention education program for obesity and life style choices as related to diabetes.

Three Major Health Indicators

  • Elderly issues specific to chronic health management
  • Reducing risky teen behavior specific to alcohol & drug usage, tobacco usage and sexual behavior

IPLAN 1999-2004

A new 5-year Community Health Planning process was conducted during the FY’99 with the participation of 55 community planning members.

Five Major Health Problems

  • A lack of a comprehensive county-wide violence prevention education program dealing with a lack of domestic harmony, unity, stability, family (parent/child) communication, and parenting skills leading to domestic violence and child abuse.
  • A lack of a comprehensive county-wide cancer prevention/early detection and treatment, in particular, for breast and cervical cancer, prostate cancer, and colorectal cancer.
  • A lack of a comprehensive county-wide cardiovascular disease prevention and control program that emphasizes nutrition, exercise, tobacco, alcohol and drug prevention, stress management, and anger control.
  • A lack of a comprehensive prevention education program that includes drug and alcohol abuse prevention, tobacco prevention, sexually transmitted disease prevention, stress management, nutrition, exercise, and self-esteem development, communication skills, anger management, social skill development (respect, courtesy), and family communication and growth skills development.
  • A lack of comprehensive education, awareness, early detection, treatment and support program for depression, Alzheimer’s, panic/anxiety disorders, and suicidal tendencies, including the reduction of the social stigma attached to them, to increase the individual and family desire to seek help, to increase family support services, including respite care (child care and adult care), caregiver education and training, coping skills (increasing stress management and anger management), and counseling, both individual and group, when needed.

IPLAN 1994-1999

In 1994, 38 Macoupin county residents, all progressive leaders within their communities and/or professions, assisted the Macoupin County Public Health Department with this needs assessment. At the first meeting, this IPLAN committee developed an initial list of 54 health problems or concerns which they then consolidated into 17 issues or concerns. Further, the committee prioritized and listed the five major health problems for Macoupin County and noted the four major health indicators.

  • Lack of a more comprehensive county-wide prevention education program with a system of interagency involvement.
  • A lack of medical transportation, in general, to primary care, public health, and mental health clinics, etc.
  • A lack of access to health care, such as doctors, dentists, and hospitals not accepting new public aid eligible patients, Medicare patients, or the indigent.
  • A lack of a comprehensive county-wide violence prevention program with a system of interagency involvement.
  • A high rate of deaths due to heart disease.

Services or Programs Developed as a result of the IPLAN process

  • a youth tobacco prevention and education program
  • a county-wide DUI Task Force
  • a SAFE KIDS Coalition providing comprehensive programs, such as Bicycle Safety, Car Seat Safety, and Smoke Alarms in every home
  • a medical transportation program
    rural health clinics for the low-income or uninsured, as well as a genetic clinic
  • a Medicaid dental clinic
  • a breast and cervical cancer screening and control program
  • a women’s support group and counseling program aimed to reduce the risk of domestic violence
  • a comprehensive cholesterol, lipid, and glucose blood screening program
