QUALITY CARE, NO MATTER WHAT

At the Macoupin County Public Health Department, we believe everyone deserves access to quality healthcare — regardless of income, insurance status, or stage of life. That commitment is why several of our clinics are designated as Federally Qualified Health Centers (FQHCs).

An FQHC is a community-based healthcare provider that meets rigorous federal standards for delivering comprehensive, affordable, and accessible care. This designation is awarded and overseen by the Health Resources and Services Administration, part of the U.S. Department of Health and Human Services.

Being an FQHC means we are held to high standards for quality, patient care, and community accountability — and it ensures we can continue providing essential health services to the people who need them most.

What FQHC Status Means for You

Our goal is simple: remove barriers to care and help every person in our community live a healthier life.
When you receive care at an FQHC clinic, you can expect:

Our Commitment to Community Care

Federally Qualified Health Centers are designed to serve medically underserved communities, but are also open to all. We don’t just treat illnesses, we work to improve overall health through prevention, education, and coordinated care. We also operate with strong community input, ensuring our services reflect the real needs of the people we serve.

Our Commitment to quality

MCPHD is proud to announce that we have received two prestigious national recognitions through the 2026 Community Health Quality Recognition (CHQR) Program administered by the Health Resources and Services Administration (HRSA). These awards recognize health centers that demonstrate excellence in quality improvement, patient outcomes, access to care, and the use of technology to enhance health services.

We were awarded the National Quality Leader (NQL) Behavioral Health Badge, a distinction earned by health centers that meet or exceed national performance benchmarks for behavioral health measures. The award recognizes exceptional achievement in areas such as depression screening and follow-up, depression remission, and Screening, Brief Intervention, and Referral to Treatment (SBIRT) services. This recognition reflects our commitment to integrating behavioral health services into primary care and ensuring that individuals receive timely screening, treatment, and support for mental health and substance use concerns. Through a patient-centered approach, our team works every day to improve access to behavioral health services and promote positive outcomes for the individuals and families we serve.

We also earned the Advancing Health Information Technology (HIT) for Quality Badge, which recognizes health centers that effectively use technology to improve patient care and health outcomes. To qualify, organizations must demonstrate advanced capabilities in areas such as telehealth services, electronic exchange of clinical information, patient engagement tools, and the collection of data related to patients' health-related needs. This award highlights our ongoing investment in innovative technologies that enhance communication, improve care coordination, and make it easier for patients to access the services they need. By leveraging secure electronic health records, telehealth platforms, and patient-centered technology solutions, MCPHD continues to strengthen the quality and accessibility of care throughout our community.

Frequently Asked Questions

Who can receive care at an FQHC?

Anyone can receive care — regardless of insurance status, income level, or ability to pay. We welcome patients of all ages and backgrounds.

Do I have to live in Macoupin County or Illinois to receive care?

No. You do not have to live in Macoupin County — or even in Illinois — to receive care at our clinics. We welcome patients from surrounding communities and neighboring states. That said, insurance coverage rules can vary depending on your plan, especially if it is state-based Medicaid or a managed care plan. Our staff can help you understand your coverage and any potential costs before your visit. If you have questions about eligibility or payment options, just give us a call — we’re happy to help.

Do I need insurance to be seen?

No. You do not need insurance to receive care. If you are uninsured or have high out-of-pocket costs, you may qualify for reduced fees through our sliding fee scale.

Are FQHC clinics held to quality standards?

Yes. FQHCs must meet strict federal performance and reporting requirements. Clinics undergo regular review to ensure they provide high-quality, patient-centered care.

Why does FQHC status matter to the community?

It helps ensure healthcare remains accessible and affordable — especially for underserved populations. It also supports expanded services, care coordination, and community health programs.

How does the sliding fee scale work?

Discounts are based on household size and income. If you qualify, your visit cost may be reduced to make care more affordable. Our staff can help determine eligibility and guide you through the process.
